Thomas is HDB’s Group Director (Housing Management) since July 2022. He leads the group in managing and maintaining HDB estates, sold flats, rental flats and car parks, and overseeing the operations of the 22 HDB Branches. He oversees the review, formulation and implementation of policies and programmes to aid vulnerable and needy households, as well as enhance the living environment of HDB estates/town.

Prior to his current appointment at HDB, Thomas was with Gardens by the Bay (GB) from 2019 to June 2022 where, as Chief Operations Officer, he oversaw operational functions and ensured optimal efficiencies in the planning and execution of daily operations at the Gardens.

Trained as an engineer, Thomas had previously spent more than two decades working in HDB from 1995 to 2018 in engineering and project development and management. He was a member of HDB’s senior management team, helming key positions as Group Director (Building Quality) from 2012 to 2016 and Group Director (Development & Procurement) from 2016 to 2018. He also completed a stint at the Ministry of National Development (MND) where he was involved in policy formulation and work related to HDB’s Estate Cluster.
